It obviously suits the name of the album since it literally depicts the flag used to signal that scuba divers are submerged. But what came first, the name or the cover? Apparently, it is meant to convey that there is more going on beneath the surface that isn’t immediately apparent - so there is some deeper meaning to this cover that gives it extra points.
